because of the historical geography? That present day Somaliland territory wasn't even defacto a part of the domain of the walashma dynasty but under the control of the Emir of the Somalis who's authority was seperate from that of the Walashma dynasty.
The further away from Harar the more the Emir controlled his territory with the country of the Somalis being considered the most outlying of all the provinces.

I think it has more to do with the geography of the territory. Puntland also claims the land of punt despite their being no evidence it's inhabitants are descended from the punitites.
