This is a decision for Guurti (the Senate). If they deny the extension, there will be elections. But after talking to some people, it seems Muuse Biixi and his government will get an extension.

Nothing will happen. The corrupt politicians will come to a deal to keep any new parties from forming and the extension will be the price to pay for that.

Biixi and Kulmiye are operating from a position of strength. They know if elections (Party or Presidential) are held today, they would win both very easily, as Somaliland is cursed with a very weak opposition at the moment. That would be the case almost no matter who the leader of Kulmiye is, Ina Xaashi, Maxamed Kaahin, Muuse Biixi etc.

Somaliland will never fall into civil war. The 2017 elections could have erupted into war, with the opposition accusing the other side of tampering with the votes. Wadani supporters had riots and were enraged. But the Wadani party candidate told his supporters to stand down to maintain peace.
