They gave them the 19% (over a 30 year timeline) to incentivize them to use Berbera port over Djibouti. By giving Ethiopia a share, they essentially guaranteed that Berbara over that 30 year timeline would start to take a significant chunk of the Ethio traffic in Djibouti.
