Every single Somali sultanate/power/government in history has promoted khat and made profit from it. Only the Xabasha kingdoms were always against it.

Before that, the drug was unknown to us.

I think you’re confusing khat with coffee. Somalis did consume coffee and export it to Yemen and India, whereas the Ethiopian Orthodox Church banned it because it was a Muslim drink and so did their kings.
