There should be no limit but the parties should be mandated to be multi-clan or be deregistered (office in every major town, different clans on the party's board, 2 year rotating party leadership, reimbursing donations if regions donated more than others, etc). Even the perception of it being a specific clan's party should have it disbanded. This is a very dumb idea.
