Iran is not even close to developing nukes, what's holding them back is their strategic location which can effectively block the oil routes in the straight of hormuz with ballistic missiles to take out all the oil fields in neighbouring UAE/SUADI etc.

This will immediately collapse the world economy, they also on top of this have backing from China/Russia and all US forces in the region are under threat of annihilation through ballistic missiles including much of Israel.

They have this tremendous leverage and hence they won't dare to mess with them, the same with North Korea missiles all pointed at Seoul and the US bases in South Korea, these people are not suicidal, an economic collapse would turn the people against them very fast crumbling their empire.
