To be a state you need to prove you have a 'axis' not just 'territory' or 'big city' kkkkk like @Samaalism tries to do kkkk but that big city needs 5 tribes who armed sharing 500 kilometer territory. Your like 'ururis' region sxb not 'stand alone' region like 'ogadeniya ama majerteniya' as the colonials called it for what it is security wise.

So even if a SL is born it has to be based on 'land territory and your not a serious security' partner as your land size is insignificant, it would mean Gedo can be a state or Bakool.
