Let's use this thread to brainstorm ways in which to ensure Somalia's resources are not plundered by corrupt Somalis and foreigners alike.




What do you think needs to happen first?

resources should go to the foreigners for money, that money should go to the people in the oil rich regions

This is a case where being divided may help us. If the money isn't centrally controlled in one place and every state has their own haqq to their own oil then less chance for robbery.:shookgabre:

The useless government in Mogadishu hasn't even got an agreement with the federal states or a fund set up with actual plans.

How do we make these useless leaders implement social welfare and advancement programs?

The problem is ALL Somali leaders are corrupt and they will work together to make the money disappear.

We need to figure out how we can hold them accountable.

I don't know I heard kheyre promised a British politician(I think former head of a party) and a Russian billionaire most of the best oil blocks from raskamboni to garcad , but luckily puntland will be separate and will probably have their own deal.

This is a blessing, every state should have their own oil money. Then in 5 years when 1 or 2 states are still shit holes we will know which politicians to feed to Lions live on television.:fittytousand:

So we need a harsh punishment system, I agree.
How do we the people ensure these laws get passed?

The people need to control the parliament.

Anyone with a stake should get involved in the process, try and get elected yourself in your local city.

MPs get threatened or bribed.

1. I think MPs should be generously compensated

2. They should have the option to vote REMOTELY so that they're not murdered, they should also be able to work from anywhere in the world.


We need a CYBER parliament OR a federal parliament that can work from their home state at any given time.
 
1)A 5year plan (could be even more) where a every Federal State trains a police force which is able to protect the people living in the State
2) Shir-Beeled where all tribes in Somalia forgive each other.
3)Disarm all civilians.
4)Install the "one man one vote system" in Somalia
5)make a new constitution wich defines everything that is wrong with somalis. For example corruption laws and hard punishment for it. Definition of States and FGS. In this process of making the new constitution the most compentent somali scholars, islamic clerics, international scholars should be involved.
6)After that let the folks vote for this constitution
7)every nation has a higher court which is responsible to make sure the constitution is not broken by anyone. Such a court with the most noble islamic scholars should installed.
8)take all corrupt politicians to court. Forgive them but all their property is now for the new state and their are not allowed to return to politics.
9)After all this steps were made the new Parlamient, the president and the folks will trust each other and their is nothing that stand against fair share of ressources.

Agreed.

We need a 5 year national reconciliation and democratization plan before the resources get touched. It is also in the best interest of foreign companies who would love to set up shop.

Everyone benefits from stability.

We need a forum of Somalis, in Somalia and abroad who lobbies for these things to happen.
Maybe a big "reconciliation shir" in the diaspora first?

If we were a moderately developed country like Norway the best option would be to stick the revenue in a sovereign fund and don't touch it for decades.

Since we need it to help with development, I would suggest absolute transparency.

Blockchain type transparency.

Every single gallon of oil or cubic feet of natural gas exported logged.

Every single dollar gained logged.

Every dollar spent logged.

We should be able to trace every government expense to not only the contractors used but their immediate stakeholders as well (employees, shareholders and suppliers).

Records should be immutable and from multiple sources. Even if it costs millions to maintain; it's worth it.

Any money sent abroad ought to be even more transparent through the gov opening all its books to the public.

This isn't conventional and could even hurt the competitiveness of Somali companies working with the government.

However if we don't take these drastic steps then we won't even have an economy to compete in.

Tens of billions of barrels is worth less than 1.5 trillion; however it actually means less than 20 billion a year in actual annual revenue.

Not to mention the reduced demand for oil due to electric vehicles and US dumping shale oil.

For all we know someone could come up with a way to reduce the costs of batteries to $50/kW and the price of oil goes below viability.

So we can't rely on it for the long term... Max 10 years.


At most we'd export a couple million barrels a day... that's around 25 billion a year ($50 bbl).

Subtract our share and you'd barely have enough left to adequately educate 10% of our population ($5,000/yr/student).

We need to use the money to act as a catalyst to kick-start our industries and back worthwhile projects with government backed guarantees to lower risks.

Not going to get into a whole economic plan but just want to re-emphasize the need for full transparency in how the money flows around.

3 steps in a transaction later and it might end up in a politicians wallet. Example:

Gov official greenlights hospital construction >
Construction materials supplier >
Bank that lend money to supplier at exhobitant rates and ends up owning it's assets >
Bank owner is the wife of the politician who signed of on hospital construction

Don't mind competent corrupt Somali politicians but I'm afraid most of the money will end in the hands of outsiders.

You clearly studied economics, I like your plan and believe it is feasible given the right leadership.
We need a group of elite Somali economists to formulate a plan like this thereafter, it needs to be put into action.

Whatvare you talking about? The MPs have to be corrupt in order of even having a chance go be MP. All of the seats are sold.

We need mossad level intelligence tracking and assassinating corrupt Somalis and foreigners who steal our recources.

Every qabiil needs to ELECT their representative,no more nabadoon or elder selection process.

Thereafter, these MPs have to be protected by the tribe and they should have the freedom to work from home/abroad to prevent them from being intimidated/killed easily.

Once we get a FREE parliament, we can make a lot of things happen.
