Rampant birth rates, while expected in impoverished countries, is not necessarily a good thing for Somalia. Obviously, having a large population would be good to have a prosperous labor force and economy. But these children are being born out of poverty, and not a stable household. Many lack the proper food and education to become economically valuable citizens. For example, according to the World Food Programme, 6.5 million Somalis face "acute food insecurity", and the UN Refugee Agency estimated that over 1 million Somalis were displaced from their homes during last year's drought and famine. This means that children who do survive poverty will grow up as uneducated adults who lack skills necessary beyond low level menial jobs. In order for Somalia to improve economically, you will also need doctors, lawyers, nurses, scientists, engineers, and not just uneducated people. Also, a large amount of uneducated youth, particularly men, in poor countries have historically been easy seeds to causing war, or easily radicalizing groups of people to terrorist groups.
Wars aren't fought with swords and horses anymore either, having a prosperous military means that you have well skilled military members able to use equipment, as well as an economically advanced nation capable of producing technologically advanced military weapons. Massive amounts of people alone are not going to win a war. Better economy --> better military. Somalia will need to rapidly advance, get rid of their qabilist government, make the country safer and ensure proper education to end their pariah state of war & famine.
