So what's the delay?

They're still fighting over it and it's meant to be signed this December...

What exactly are they fighting over.

Who is trying to prevent an one person per vote ballot... Sheikh Sharrif & co or Farmaajo?

Who will benefit the most from a similar election like the previous ones?

The problem with that is Somalia has been in crisis for 30 years....

Also one man one vote is literally impossible.

Covering 100% of those eligible to vote would be difficult but I'm sure they can organize for a decent fraction to vote.

FGS and the states control major towns and cities that contain at least 20-30% of the countries population (Xamar, Garowe etc).

Those cities should give them a mandate to govern...

Do both Farmaajo and the opposition all agree on no one person per vote?

So what's the plan now?

one man one vote can only happen when 100 percent of somalia can vote. until then we will have 4.5

Sounds like a stalling tactic.

Without a general elections no government has a mandate and our problems will never be resolved.

If we don't have proper elections soon then the government would be asking for a coup.

ok then answer me how isaaq will get mps? if somaliland refuses elections to be held in isaq areas

Simple ignore Somaliland this election and focus on places willing and able to have them.

Doesn't take a genius to come up with that.

Better than having the same fake election like we had in the past.

ok, well how would you respond to musa biixi who will then go to bbc and fox news and declare that somaliland should be independent because there is not a single isaaq person in the government that claims to represent them.

Let them. The government just needs to make the minimum amount of effort to try and include them in the elections.

If they refuse to participate then their cries to the media would be far less effective.

I can't think of any other reason why we shouldn't have proper elections.

If they pull the same shit as last time then this government is officially working against the people of Somalia.

They would've had 4 years to organize this election.

Majerteen, abgaal, marehan and habar gidir.

the rest of the clans most of their cities/ country sides are controlled by al shabaab and would therefore create even more problems.


the honest truth is until 100 percent of somalia is al shabaab free you can't do 1 man 1 vote. 1 man 1 vote currently will create such an imbalance that a 2nd civil war might start and whoever wins might just seem to be illegitimate by a lot of somalis

plus to do 1 man 1 vote every citizen needs documents, passports, ID.

and citizens cant move from one village to another to vote twice for example. the infrastructure is not there yet nor is the country

Like I said. We had years to figure this out.

Why say it's impossible in the last minute?

We're already in a civil war if you haven't noticed.

I'd rather have a small but diverse fraction of the population vote than just some random corrupt elders.

Same elders that voted the same group of inept members of parliament in for the past decade.

Hope they're eating good.

The FGS has finally admitted that one man one vote is impossible for the whole country.

NIEC Chairperson Halima Ismail Ibrahim told VOA that the commission would start registering voters in March 2020 in a campaign that could last months to reach voters in Mogadishu and the regions.

She said hundreds of registration centers would be open to biometrically register voters.

"At minimum, we want to register 2 [million] to 3 million Somalis," Ibrahim said in an interview this week.

The Somali population is estimated at 12 million, but realistically only half can be reached and registered, according to Ibrahim.

"Many people are living outside the country. Many are in refugee camps. Somaliland is separate. There are areas where [militant group] al-Shabab is present where significant number of people live," she said.

The most interesting article is Article 56 which deals with possible delay of elections if “difficulty circumstances” occur, in which case current lawmakers will continue to serve as MPs. President’s term automatically gets extended until “difficulty circumstances”
The draft law defines “difficulty circumstances” as “Widespread insecurity, natural disasters i.e. earthquake, outbreak of communicable diseases, droughts, floods, cyclones and ANY OTHER MATTER THAT CAN BE DESCRIBED AS NATIONAL DISASTER”.

From what I am seeing they are planning Biometric registration for citizens similar to Soldiers in SNA. And all they need to do for now is major cities, countryside won't be feasible for atleast another election cycle.
