The reality on the ground is that Somalia doesn't have a federal system we have qabil states.
In a proper federal system, defence, security and foreign policy is controlled by the central government.
But in Somalia. These states make those calls.
So we have a balkanized state than a coherent one.
The government has no control outside of Mogadishu in any matter.
Joining EAC or signing treaties with foriegn governments exists just on paper.
Somalia should revert to the original 18 provinces or simiply it and spilt it into 9 provinces with governors appointed by the government directly.
