It looks like the change which was supposed to keep HSM in power and sideline everyone as Southerners is failing:

Rejecting the proposed amendments to the Somali constitution, the Puntland government argued that the Provisional Constitution’s principles of power distribution are integral to the governance structure of Somalia, and any modifications to this constitutional framework would overstep the authority vested in current federal leaders and institutions.

Somehow I don't think culusow cares about what puntland says. He will argue puntland is represented in the upper and lower house. If his bill is accepted there. Then puntland has no leg to stand on
