I want to know who do you considers owns a city? do you think along the lines of post 1991 method of what clan is 'majority' in that area? or do you follow along the lines of pre 1991, it belongs to who-ever came first and established the first communities, usually the most 'qadimi' or 'historical' part of the city.
Or do you believe in this communist idea all Somalis own any city in Somalia? this is usually the weakest idea of the lot, it's wishful and dream like but not realistic when you assess the claims in cities.
I personally think we need to define what framework we use to decide who OWNS a city, is it pure 'demographics and numbers' or 'historical' claims or a mix of both. Until this is decided, we are heading towards a back n forth game. I will give u an example in Garowe. Since Issa mahmoud are the largest in the district by FAR, there is no doubt about that in my mind or anyone that is reasonable, this doesn't mean they own each and every town or tuulo in the district.

If this isn't settled it shows me a future PL that may become another Mogadishu in 50 years and collapse, if this matter isn't settled once and for all.
