Somalia Cities Who Owns It?

I want to know who do you considers owns a city? do you think along the lines of post 1991 method of what clan is 'majority' in that area? or do you follow along the lines of pre 1991, it belongs to who-ever came first and established the first communities, usually the most 'qadimi' or 'historical' part of the city.

Or do you believe in this communist idea all Somalis own any city in Somalia? this is usually the weakest idea of the lot, it's wishful and dream like but not realistic when you assess the claims in cities.

I personally think we need to define what framework we use to decide who OWNS a city, is it pure 'demographics and numbers' or 'historical' claims or a mix of both. Until this is decided, we are heading towards a back n forth game. I will give u an example in Garowe. Since Issa mahmoud are the largest in the district by FAR, there is no doubt about that in my mind or anyone that is reasonable, this doesn't mean they own each and every town or tuulo in the district.

So will the historical owners ever be given 'appreciation' or a 'status' for their ownership of the town? I want the same for Bah Dubays, Reer Omar, Reer hersi, arab salax, Reer samatar(issa mahmoud) also and all the clans who were among the first settlers in garowe. I think this discussion needs to be had in Bosaso also and Galkayo or any major town that is now becoming tribally diverse. If this isn't settled it shows me a future PL that may become another Mogadishu in 50 years and collapse, if this matter isn't settled once and for all.

I say we need to begin at least listing the key stakeholders in Garowe. We must agree we need a solution that allows the historical owners their rights while accepting the reality which is majority settlers(issa mahmoud). Then we need to include Puntlanders as a whole since our government claims 5 regions and 1 district as it's territory they are another stakeholder in the process because the PL govt is located in Garowe so they must be equal to it like anyone else in Garowe. Then we need one for 'SOMALIS' from other regions and their status and then finally 'foreigners'.

It is a very complicated process ma aha wax fudud, 4.5 haloo qaybsado is only solution we ever come up with when sharing something and the reason is hikmadeena iyo tarikhdeena ma jirin meel wax isku darsaday weligeed hence this is a very new process to us as we got nothing to reflect on from the past as their was maybe one city and everything else was rural and tribe based. The only people who can provide 'historical' expertise would be the early settlers of mogadishu like the arabs how they deal with these matters, we need their advice as they have longest and oldest towns in Somalia. The rest of Somalis were in miyiga oo geel ama tuulo bay ku jireen.

@Manzana @Finesse what u think of this complicated problem? We need a 'maqaam' regional capitals and maqaam federal capital(mogadishu) that one is between all Somali regions, historical owners, majority settlers, foreigners. It cannot even include regional government since the SFG is located there, that is like 'garowe having regional government' while PL govt is operating in the same place, wax macqul ma aha.
