In 2021 Sudan got access to 55 billion dollars in debt relief and 2.5bn in new loans alongside them signing the Abraham Accords. Taken off the terror list too. That was alongside bigger countries like UAE, Bahrain normalisation. So keep in mind that is what Israel/US offered to Sudan to be a cherry on top of the cake.

Civilian government that made that deal was overgrown by the two military generals today fighting each other. They immediately got sanctioned and the US stopped the IMF deal so they can return to civilian government. Slowly but surely they will given the economy has collapsed and both generals are falling at taking the other out.
