I don’t think you’re looking at this the right way. For example, Puntland has confiscated thousands of foreign passports from ISIS fighters who tried to enter. If these individuals had been required to properly identify themselves beforepurchasing tickets to Somalia, we could have prevented many of these issues. By verifying identities in advance, Somalia would be able to deny entry to foreign criminals before they even book their travel

I think your not think about this in the right manor. for instance Puntland had thousand of foreign passport it had caught from isis fighters coming to Puntland. Now if these people had came to Somalia with out going through this process of identify themselves before the purchase a ticket to come to Somalia we are gone keep having the same problem.
