Everything depends on progress against Shabaab. If they weren't blocking development, Somalia could easily hit 10% GDP growth consistently. Can't do anything meaningful without security.

The states with the most potential in boosting Somalia's GDP and economic development ( such as HS, SWS, JL) are all suffering and dealing with AS.
