You can take the 'data' and perform calculations. I will give u an example of Somali regional army and how you can work out their active forces. Find out what a single soldier is 'paid' say it's 50 dollars a month. Find out the 'budget allocation' to security. Find out how many 'bases' their are.
You have now 3 data points to accurately predict how many soldiers their are.
