In an ideal world yes. But we are talking about failed state that has been completely destroyed and is being held back by power hungry greedy people. You have to have the best of what you have do the best they can. Why did they send doctors to Italy? Everybody knew it would hit Africa sooner or later, and it's not like the world's poorest country is in a more privileged position than a developed country.
