He had to do it, as the deal violates Somalia's integrity but is it really true? Maybe he gave the green light in hiding.
It could be that the UAE fed up with him wants to embarass him by signing that deal while he was there.
Why did he return just now? Is it all lipservice and in return the UAE will not support his rivals who want him out.
