They think since they are 'recognized 'as Federal govt they have federal powers to make any decision they want. They forget there is no 'agreed' constitution, so what powers do you have then beyond '20' people? The constitution defines the powers of a state, right now it's un-defined. The international community will continue to play mediating role untill there is agreed constitution. PL/JL will go and jet to all the world untill we see a constitution, we are not going under some moryan.
That is why the international community will always give PL/JL access to them as we can show them the SFG hasn't completed the constitution, institutions like courts, power-sharing, resource sharing, and other matters.
PL/JL doesn't have to report to an SFG when the SFG itself stands on no constitution, so the longer Mogadishu refuse to deal with the political, constitutional, institution matters, they are essentially empowering PL/JL as Independent states and the world community cannot refuse them access, because the SFG is only recognized from the outside, not from within the nation because there is no official constitution.
