It's not a particularly recent problem and is quite prevalent in the peninsula, it will continue if not fully addressed.

Lack of accountability and shaming of victims makes it difficult to address it. Lack of accountability enboldens perpetrators and the shame surrounding being a victim makes it difficult for victims to come forward, the perpetrators going free doesn't really help it either.
