It's about time these border clans get their act together. I am sick of PL being blamed for economic woes or lack of political representation. If your border clan, it's up to you to make sure where the capital of your city joins. For example Galkacyo is fully recognized for Puntland by Donors and as a result the whole of mudug(including the south) all their economic aid is handed to Puntland. It's shame the 'baraxlay' clan is attached to galmudug who will only receive funding for dhusomareeb and cadaado and will tell them to 'shoo' away when Baraxlay or south mudug as a whole seek development aid, it will turn out to becomes like 'gedo' as they fall behind 'cadaado' and 'dhusomareeb' and that is because of south mudug stupidity.

Even when it comes to political representation, the Galmudug boys can play their card and say south-mudug is recognized for aid money in Puntland and we will not give you any political representation from Galmudug Political Quota for Somalia. Galmudug wins no-way by focusing attention towards south mudug because donors will say we never gave you funds for that region therefore you won't be measured against south mudug progress.

Puntland will lose funding if it doesn't start incorporating South Mudug since their economic aid is funnelled to Puntland because Galkacyo which is Mudug capital is recognized for Puntland. That's why you see in all NGO measurements they include 'south mudug' into Puntland performance and if south mudug is undeveloped this will go against us in the future when the donors say we will lessening your aid since your not performing as we like. This means for South mudug they lose even more because the aid money for mudug will just be in LIMBO not being given to Puntland since it has failed to deliver on development in that area and it won't go to Galmudug since their not recognized as controlling the capital of Mudug. So who loses the most? The south mudug community. It is their lifeline to ensure PL who takes aid in the name of MUDUG as a whole should be accountable to the citizens of South Mudug.

Look at Somaliland since their in control of Sool capital and Sanaag capital, all economic performances of those states will be measured against Somaliland and if those regions are not developing as they should, Somaliland ends up losing funding for those regions. But that doesn't mean PL will pick it up, they will just go in a 'limbo' status because PL doesn't control Las anod or Erigavo the capitals of both those regions.

So those Eastern Somalilanders, you see how screwed you guys are development wise, you depend on Somaliland to hand over your states development funds but as you can see they do not even though they control your region's capital. I can understand Puntland 'woes' with South Mudug since PL isn't in control of that area so it will be difficult for them to hand over development aid they rightfully deserve but there is no excuse for Somaliland not to develop Las anod and Erigavo since they are firmly in the hands of Somaliland. The less developed those regions are the less funding somaliland will get because it failed to measure up to the donor expectation.

The only hope for eastern sanaag and sool capital is to hand over their capitals to Puntland. Infact if they were SMART, they would 'pit SL/PL' against each other on who will give them the biggest 'share' of development aid and go with whoever is larger. I personally think Eastern Somaliland and South Mudug should just join puntland. Your economic lifeline is tied to those areas, your policies are identical 'one somalia' and 'federal' outcome. So there is no difference in 'qadiyad'. As for 'politics' and representation and economic aid quotas, they should use the SL card and GM card to get a bigger share of the economic aid pie.

The other option is continue living 'border land' existence while 'Bosaso and Garowe' Pace on and Hargeisa and Berbera pace on while you border regions die in the middle with your regions eventually being so 'desolate' your population will start to move and never come back. South mudug should do some soul searching also, it's up to you guys to decide if you want your economic aid or you prefer clan pride(galmudug) when galmudug can't hand you any funds because none of their funds are allocated for mudug, don't cry why hobyo-harardheere-baraxlay all start fall behind and become 'useless'. At least the North Mudug people got their act together and 'took control' of Galkacyo to ensure it doesn't become 'border' city with no funding. They now can negiotate with PL and say 'we want this and that' cause they control the capital of mudug. It's all based on the capitals because all the districts report to the capital so when funds are allocated it goes to the capital to redistribute to the districts that fall under it. Unfortunately Galkacyo and Mudug funds are going nowhere near 'south mudug' which is sad but the truth. It's up to south mudug to decide if it will take care of it's economic interest or clan pride and roll with galmudug who can never DEVELOP their region since they lack the FUNDS for it.

Sorry about the essay guys but I am giving critical advice to these border regions to get their act together and stop the 'blame game'. Your regions are desolate and under-developed because of your lack of decision making. Burco-Erigavo-Las Anod are capitals of their respective regions. You see we created 'cayn' out of toghdheer and now we can source 'funds' for them. These regions aren't name for nothing. Buhodle waa tashday, it cut off it's own 'region' and said seek my development 'gooni' from Burco. At least dadkani waa tashdan. But Burco-Erigavo who receive nothing from Somaliland suprises me. Makhir waa tashday and called itself 'eastern sanaag' and 'hayland' now we can seek funds for them. But That nigga in Erigavo and Burco are stuck with a bad partner in hargeisa and is going to be superceded by their former districts due to good decision making.

Dadka aan tashan waa south mudug, burco-erigavo since their development rate is very pitiful.

It's actually terrible situation for border regions. Once they 'divide' their state up into 'clan' this will also mean less 'over-all funding'. For example if Sanaag was to get 40 million but you divided it up into eastern/western, you basically going to 'split' the original allocated fund for the whole region. Same goes for Mudug, if mudug was split officially, this would affect mudug quota in funding. Notice how they don't 'split mudug' when doing 'aid'. These omar mahmoud niggas are taking 'sacad money' looooooooool not saying 'lets split mudug half and half'. Why? cuz they control the capital, they don't need to 'split it'. The only clan who seeks to 'split' is the one who isn't in control of the capital of their respective region. So it would be beneficial for 'cayn and eastern sanaag' to split their 'regions' but this isn't beneficial for 'erigavo or burco' cause now they just lost the over-all funding intended for the whole state.

So look at this way. If your in control of the capital of a state, the last thing u want is the 'state to split' because that means less 'coffers' coming your way. However if your outside the 'capital' or not 'majority' in the capital in the case of 'sacad'. Their only hope is to create a 'south mudug' which they clearly haven't plus they haven't joined Puntland either to 'get' their split of the funds.
