Solution for conflicts over grazing land/water wells.

All over the Somali peninsula, we see the same conflicts every few weeks; over grazing land and water wells. This is a never-ending cycle of destruction that creates no winners only losers.

Once Somalia gets a real, competent government, they need to designate "communal grazing" and "communal water sites" for nomads.
Also, nomads need to register with ONE federal state (that they are native to), so that when they go grazing in other federal states, they are not seen as invaders, rather guests, who should be treated like guests.

Remember a few years ago, when there was a massive drought and nomads from all over Central/East, Northern Somalia travelled to a water enclosement in Bari ?
Do you know what this did? It fostered good relationships, nomads sold and bartered from each other and drank/ate merrily.

Even during that terrible drought, Galmudug nomads travelled to Northern Mudug and were hosted there, without issue.

So we have many instances, where nomads shared their resources with each other without conflict, we can replicate this all over Somalia.

This is how it should be all over Somalia; nomads travelling all over, visiting each other, sharing/trading without fear of murder, rape and theft.

Also, this communal grazing system, will help combat deforestation.
In addition, the Somali government should find ways to alleviate issues that nomads face, perhaps by proving feed for camels at discounted rates, ensuring communal water sites are clean and providing health/medical/education for nomads. (travelling teams of educators/health care workers).

if we don't work together to find lasting solutions, Somalia's nomads will continue to decimate each other which in turn will ruin the most important economic lifeline: livestock.

It's 2020 for god's sake, why are we acting like primitive beings? This is just so embarrassing.

how about confiscating weapons and rifles from these nomads state authorities should just enforce their authority on these anarchic nomads otherwise the problems will just keep occurring

Good idea, there needs to be special police forces/peacekeepers in communal grazing and water well sights with cameras.

these nomad anarchists need to accept rule of law and governance the police force needs to confiscate heavy weapons and rifles but they can keep their pistols if they want and thats the end of it no more grazing field conflicts
 
Desertification + rising population = no solution


There is always a solution, I don't know the name for it but there is a system that Puntland once employed where they designate certain areas as "no go" for grazing, to allow the land to flourish again.

There are so many different things that can be done but it's clear that nomads need to be regulated and disarmed.

Bad move. You will have tragedy of the commons or communal property. Clan/subclan owbership or eventual provatization will be more sustainable. otherwise my adhi and geel get the most out of reer hebel's communalized property

Every Federal Region/gobol can have communal grazing, but this is not for permanent settlement, this is for grazing only.

This way, you shouldn't worry about some random nomadic family from an entirely different region/state.

You might not even be able to sustain communising Xamuud deegaan for the rest of Biciidyahan or some piece ReerCigalle land shared between the rest of Cumar Maxamuud. There will be competition for usage but no "proprietor" clan will be responsible for upkeep.

Regional govts should properly manage grazing areas to make sure there’s always a place for nomads to graze throughout the year, manage livestock population to prevent overbreeding, build up emergency stockpiles of hay for severe droughts as well as water management measures.

Another major issue is the failure to resolve conflicts without resorting to violence. A proper govt should have certified mediators resolving issues between parties and strictly enforce it once all parties agree on the terms. Any individual who breaks it must be prosecuted through fines or jail sentences.

I think once Somalis calm down and realise that no other clan will steal their "deegaan", communal areas that rotate can be established.

So it won't be one fixed location.

I don't know too much about nomadic grazing habits but I do know we need to figure out how to eliminate these stone-age battles.

Better demarcation of clan/subclan borders maybe fencing also further devolving ownership from "jilib" to qoys or even individualization with some regulation like individuals cannot sell land to others outside their lineage

The regional politicians/leaders WILL be percieved by some stakeholder lineage as biased towards certain other lineages, even if they are fair, in hardcore qabiilist society

That’s why there is division of power. The legal system must be free of political influence. Somalis really need to start thinking hard about what kind of country they want to live in. It’s literally a matter of life and death.

You can make make up some technocratic/legalistic mechanism for managing the system.but some interest group or lineage can see and feel the OUTCOME as unfair and if that outcome is percieved as unfair well then tribalism will come into play

If a system is implemented and agreed upon by all parties, these people need to be shut up and dealt with by the law as they are spoilers.

That’s what mediation is for. Both parties have to negotiate & come to a resolution. It will be based off traditional xeer of course but it will have the full force of government to secure the peace. Otherwise we continue with the same tribal conflicts as before.

Except Xeer or ClanTreaties and consensus will be replaced by a system of statutory decrees made by "fair" rulers percieved as unfair by some lineages, especially if there is no consensus about how to manage reer hebel's deegaan

You’re misunderstanding my point. The point of mediation is so that both parties must agree on the terms of the contract for it to be valid. Once an agreement is made then it is the job of the government to enforce it by the letter without bias. That would get rid of any sense of unfairness.

Either way this would be seen as last resort since proper land management would prevent most of these cases before it happens.
