Pretty interesting theory. Basically states that the fraction of very high IQ individuals in a society is especially important for a society achieving various positive valued outcomes, probably more as the average. Explains why Brazil and South Africa are more developed than India or Egypt.

African states should focus their resources on cultivating a small elite+diaspora and gradually enlarging it over time instead of trying to provide services to everyone. It would yield far better results in terms of development.

They will act as the foundation for the rest of the country and a vanguard for development, similar to how the British&Japanese aristocracy served as the vanguard for their respective development and industrialization during the 19th century.

It makes sense the more you think of it. Pretty much all cultural, technological and artistic works were done or sponsored by the aristocracy or petty bourgeoisie. Peasants were more concerned with subsistence farming. It's the elite of a country that determine where the country ends up, and Africa doesn't have any kind of competent elite. It needs to develop one to get anywhere.

No matter how many minerals or other natural resources you have, if you can't industrialize, you'll always be impoverished.
You can reach a certain level, around a ceiling of $8k or so, until you stagnate and face institutional degradation like Brazil.

The biggest problem is that industrialization requires suppression of finance, and as industrial development only gives back to workers after decades, as workers and peasants will constantly revolt, as in Japan/UK and Korea. And naturally, this will require some time of authoritarianism and repression to maintain order.

Any country outside of the West's clique that tries to do this will constantly get lambasted and subversion attempts coated as 'humans rights'. Modern communications, english proficiency and aviation has arguably made it MORE difficult to industrialize as the elite can simply flee to any wealthy nation when times get tough or the industrialization process takes too long for them to be reimbursed adequately for their skills. Why endure peasant riots and turbulence for a few decades in Kenya when you can just move to UK/Aus tomorrow?

It honestly requires a steely vision and commitment to industralize a 3rd world country, probably an entire ideology tbh. Most poor countries don't have anything close required.

in terms of politics somalia is a middle eastern country. a higher amount of foreign intervention and a tough populace. also somalia doesnt have that "fraction" we are a qabiil society we dont have classism.

you have a point. somewhere like somalia should be like eritrea until it becomes "developing".

There's no incentive for high IQ natives to stay in their respective countries. Globalism is a curse
America became the undisputed #1 when it took in the smartest/richest Russians, Germans, Chinese, etc, after their socieities imploded. Undefeatable model

Make resources availed to the best, brightest, and prettiest, and burn the rest at the alter!

Postscript:
I am in favour of allocating resources to students pursuing STEM, but DO recognise inherent dangers of going down that route.

If I had infinite resources, I'd provide for all, but sadly we don't. We don't need hundreds of schools, thousands of kilometers of roads, etc. Pool enough resources and infrastructure to power an economy for 1-200k of our brightest from around the world. Would quickly outpace any city in the Horn in 4-5 years in HDI

Use that city as a platform to develop a high culture to lead the Geeljire into enlightenment
