Thank god Garowe was chosen as a Capital. It is mandatory to keep your business center and administration separate like Australia does and America does. It's easy to manage a small capital that is administration/legal focused because it only creates an industry where it's government or institutional employees. You can monitor their salaries and determine what sort of city GDP wise it will become based on their 'income'.
But when businesses are all located there and your legal, administrative, justice system are combined, it's hard to tell if corruption happened because the city is expanding based on the business growth and 'corrupt employees' could hide themselves in there and not be detected.
I mean if you see in washington DC huge corporations developing over 20 years when there is no foreign involvement u can tell the locals are 'swindling' and investing in the same city and crying to be 'detected'. At least the smart ones will invest their money where the business center is 'new york' so it's not suspicious.
It's easier to manage the corruption because if the city starts to become large quickly you can tell a-lot of corruptio must of happened with tax-payer money. The reason Mogadishu is failing is for that reason I suspect, they combined business center(bakaaro) and legal institutions and government together in one area.
