The only reason I think this hasn't happened already is because we are stuck with the shitole that is itoobiya as our neighbour. Maybe a confederacy with common defence and a limited central government to only handle cooperation and act as mediator between the different states. Also I'm debating perpetual union or the option to secede but I think we have failed to truly implement true federalism.

Either it's confederacy or an even more decentralised federal government.

What does 3 & 9 even mean? Why didnt they just give an abbreviation like RX, MJ, MX AB, HG, or a shorter version Dhulo or Warsan. 3 & 9 is closer to like .5.
