Why not just swear them into office with a Quran like they do in the United States? Have them swear by Allah they won't do so and so and this won't be a problem. They're Muslims after all.

The average citizen doesn't pay tax or vote so why should the government care about them?

They're comfy in their green mile compound.

At worst they'll just take a small break to Nairobi when needed.

We can only solve the corruption problem in Somalia by increasing the size of the cake.

Unless you do that there'll be always fighting over the same crumbles i.e. foreign donations.
