Should Somalia learn from import substitution industrialization model

If Somalia had the necessary resources to invest in its manufactering sector and manufacture stuff like consumer electronics,car assembly plants, pharmaceutical/biotech products,steel/cement, dairy products,sugar,biscuits, soft drinks, textile and construction equipment in order to be less dependent on importing from other country and replace these foreign goods with Somalia products

Tough to have manufacturing with our electric prices big overhead. The other issues are all the fake taxes charged by gangs, federal states, and terrorists. Even if we have cheap labor these other things will offset the costs and not make us competitive and will make people import stuff.

Once we have cheaper electricity and our government taxes cheap goods from abroad harder, then manufacturing market will come about
 
We were able to become self sufficient in literally everything you listed in 4-5 years, besides maybe consumer electronics and car assembly plants but I know fiat was interested in Somalia, if they moved manufacturing there in the 70's that would've been very cool. Too bad all the factories are destroyed or inoperable due to rusting.

We used to export cement, tiles and textile to arab/asians countries btw, watch this video for the first 28 mins, it's long but very good and explains it

We had that issue in Somaliland during the recession when the shilling went from $1 = 13000SLSH

Then a good bank governor stabilised it put a few more regulations in got it back down to 8000.

Then we saw the switch from people making hotels to everybody starting a farm
