Is federalism the new scapegoat? Don't blame federalism for problems that stem from Xamar. There's no unity because the government has spent it's time fighting states and illegally altering the constitution.

A lot of Somalis I’ve spoken to believe modern federalism was brought and implemented by TPLF to divide us or at the very at least heavily inspired back when TPLF had heavy hands in Somalia it’s one of the most polarizing topics amongst Somalis

They'd be wrong then. Federalism was pushed at a time when there was no government, only warlords. You cannot centralize and give power to an entity that doesn't exist. All the state institutions were destroyed. The government was rebuilding itself, it did not have the capacity to manage affairs across the country.

How do you see the federal system progressing in the future ? I see some Somali politicians advocating for confederal system now while people in xamar mainly want to centralize

As of now, I believe we're moving towards a mixed system in the future. PL and JL will continue rejecting Xamar's overreach, and the other leaders will continue supporting FGS for their own reasons.

Confederalism is touted more because the government unilaterally altering the constitution without unanimous agreement has people questioning the separation of powers.

The boomer elites of PL haven’t got the memo yet. Xamarites only welcome or advocate for debate when they’re at a disadvantage or in a weaker position. Once they’re in agreement and have their priorities in order then the red eyes turn towards you.

In short they never wanted federalism they only entertained the prospect since they were in a weaker position.

When the central government collapsed, Somalia de facto became a confederal state state.

The powers Puntland and Somaliland had in 2004, when federalism was adopted, were those of independent states. Federalism was adopted because no one believed that Somalia could function as a confederacy. Confederacies usually end in collapse.

Federalism was meant to recentralize powers like foreign policy, defense, monetary policy etc... things that states in a country cannot be allowed to determine. It was agreed upon by all Somali politicians at Mbagathi in 2004 and again at Mogadishu & Garowe in 2012.

If federalism were repealed, Somalia might really break up. Puntland can tolerate 27 years of failure, but getting rid of federalism really would break the camel's back.

There is nothing homegrown about federalism or the jaahil 4.5 governance system. It was backed by the West after the indigenous ICU government brought a semblance of stability and began making progress against the CIA backed warlords. This led to two Western-backed invasions of the country, first by Ethiopia, and when that failed, they returned with a consortium of thousands of foreign African troops to capture the capital.

After all, nothing says 'foreign implant' more than still needing hundreds of millions in foreign funding and thousands of foreign troops to continue existing in 2025, thirteen years after being transplanted into the capital. It is only now, as those troops begin to withdraw and foreign funding dries up, that they are trying to transform into a sustainable government.

This is the crux of the problem. Federalism in Somalia could work but only if its locally made. That is why federalism in places like Switzerland or Argentina works because it wasn't imposed from the outside, they set it up on their own. In other words, it is FGS style federalism that is failing as it is sustained entirely by foreign funds. Federalism can be properly implemented with a constitution that everyone agrees on.

Digil iyo Mirifle elders/statesmen proposed federalism way back in the 1950s. The concept is not new to somalis, matter of fact I actually believe if implemented correctly, it will transform the nation.

There is no incentive for PL and SL (especially these 2) to fully join on board. They act independent because there is no incentive for them to join fully.

FGS needs to sort out its military and its taxation. AS collects far more tax then them and they wonder how they are able to afford fighting. PL and SL collect more tax money then FGS which gives them an edge over the southern states.

Shariif has misplaced priorities. ”Qolo kasta intey isa soo hagaajiso oo laysku yimaado” this is absolutely correct. This is the problem and southern politicians need to know this and admit it. After this can we work on solutions, they are not even acknowledging the problems they face. They are not taking any responsibility at all.

To be honest, I don’t have myself a clear plan on how to unfuck the clusterfuck that is southern Somalia. There is religious extremism alongside qabyaalad. Focusing on more inclusive and fair governance will solve both but that will be hard to achieve currently.

I’m aware of the D&M elders proposing federalism in the 1950s hence why I said modern federalism meaning the style implemented after the civil war

Sh Sharif is right. He's not 'speaking against' federalism. He's merely pointing out what it was supposed to be and what it has become.

Now, every clan and subclan wants to be independent like them.
