This is in a time of drought where people are losing their livelihoods and Bakool is only second to Bay in the most hit region by the drought which is now at famine levels in these two regions.
As Shabaab is cut off from Xamar taxation, this will be more common as they are desperate for cash. Shabaab spends all their budget on military, it’s unlikely they have anything saved and spend day to day to fund attacks.
Inshallah this causes severe unpopularity and the citizens living under their gumeysi revolt everywhere
