I would put more money in salel, Awdal, sanaag, togdheer iyo Sool. Maroodi jeex, saxil iyo Gabiley doesn't need sufficient amount of development in comparison to other regions.
There should be a road from maydh via Brebera to saylac.

Burao, caynaba, erigavo iyo las anod needs heavy development to complete with gelbeed cities like Hargeisa iyo Brebera. But Gabiley use to be a village and now it over takes the bari cities.
