We need a gradual process. You can't have democracy when people never really understand the concept. First we need to fix our problems with a strong leader that does the interests of the people then we can slowly transition to democracy.
The biggest mistake Siyaad made was to stay in power for too long, he should have passed the power to someone else and the slowly prepare the country to democracy. I like what Jerry Rawlings did in Ghana, he started off as a strongman socialist leader, he fought corruption and then slowly opened to full democracy when the time was right. Ghana is now a promising country with a bright future if compared to other african nations

You don't get it, u want the leader to be 'ceremonial and cannon fodder' while the institution to be strong following the rule of law and you want to keep your institutional experts-academics as the one's who 'steer' the institution procedures, BAU, and policies thru 'academic advice'.

U never want to rely a human or leader is the whole idea behind 'haykal dawladeed but science', where power is divided between Secretary for agencies-C grade officers for divisions and BAU matters, Directors manage sections thru their assistant director and assistant director manages senior officers and also entry/middle officers since it's a technical focus at this level not a business focus.
