the people of galmudug wont have to rely on mogadishu port.

That's not a natural point if the gotta build a sea wall and raise the platform

Hobyo is in the middle of nowhere and the port is unnecessary as there is Mogadishu and Bosaso. Hobyo is better off with a road to lead to the main north-south highway not every region needs a port when there's such a small population and export/import volume.

hobyo is a historical port town and is strategically located in central somalia

and plus the millions of people in central somalia don't have to rely on mogadishu port.

the port will also be a major revenue for Galmudug state,
