Why cant we rely on local khat instead of Kenya and Itoobiya?

Calmadow Is highland like Ethiopia where Qaad grows. Calmadow has a lot of water, qaad can grow very well . The only problem is the roads to market.Khat needs a lot of water/irrigation. It’s also why we can’t mass produce wheat.
