One thing I don't understand is, didn't the FGS announce SSC is full state during Hamse visit? Why do they need more territory if that's the case? Hamse and Gargurte lied to these folks.

Cayn only exists as a province under Puntland constitution. Outside of Puntland framework, it’s just Buhodle district.

with the final nail in the coffin of a greater SSC, khatumo only has 4 districts; Las Anod, Xudun, Talex in Sool and Buhodle in Togdheer.

Not enough for a state, especially not another unnecessary Darod state.
