You do realise that Tukaraq is in the middle of nowhere right? The reason why somaliland left tukaraq after the attack was to retreat to their safer military bases outside tukaraq, now why would Puntland stand in the middle of nowhere when we too have military bases outside were soldiers are safe?

The military objective achieved was to push SL out of tukaraq which has happened, as far as i know tukaraq is empty after the local shacab fled, but puntland forces are now stationed north of tukaraq (they were east before the attack) and somaliland have retreated out of tukaraq with severe casualties mentioned in OP.

The fact of the matter PL defeated the SL forces and were forced to retreat and SL does not control tukaraq this is fake news
