Requirements to establish a Federal member state.

In my opinion the current requirements to establish a fms are absolute dogshit. They are too simple and extreamely limiting.

There are only two requirements currently can you believe it

1. Must contain two or more of the Kacaans 18 regions.

2. The Kacaans 18 regions are muqaddas and unchangeable.

Imagine that the core element of federalism are dicatated by these irrational and baseless requirements. No wonder we have made almost zero advancement in our country for the past decade.

My requirements would be these.

1. The FMS must have one university per 200 000 ppl.

2. The FMS must have 20 high schools per 100 000 ppl.

3. The FMS must have one hospital per 100 000 thousand ppl.

4. The FMS must have atleast two airports.

5. The FMS must have a coast and build a functioning deep port within 5 years of establishment.

6. The FMS must atleast have a population of one million ppl.

If your region/qabil cant meet these requirements then its only natural they join others until they form an entity that can.

What would you add to the FMS requirements or take away and why?

I agree they're terrible (ditch the whole 2 and a 1/2 state requirement - 1 region should be allowed to be a state and regions should be allowed to split into pieces), but i dont think those conditions are reasonable, lets face it, most of the south is still either unstable or controlled by Alshabab, and have not had the benefit of a long peace that would allow them to establish those institutions/infrastructure. Things like clan boundaries/natural geographic+historic borders/communal consensus should be given greater priority.

Not really. I think Banaadir on its own meet these requirements. Shabellada dhexe might want to join Banaadir though but I think Hirshabelle(Hiiraan and Shdhexe) can met these requirements if they are prerequisite for their legitimacy in the eyes of the fgs.

Banaadir, Lower shabeelle and Wgalbeed can be standalone states since all three bolster a population that far exceeds one million.

Its basically a federal district rn so thats out of the question.

I think elaay would mind as they'll lose the only region worth something thats part of kgs lol. Banaadir state will only have 1 clan be president. No 2 ways about it.

I think it should have included regions of the 8 regions of the Somali Republic (Hiiraan etc) to have special status to be it’s own FMS then the 18 regions.
