In 2025 Hirshabelle doesnt even have basic government institutions, they dont even have a parliament, the government is artificial

Galmudug state already has a parliament and multiple ministry buildings, mind you both states had their first elections at roughly the same time

Galmudug and Hirshabelle also receive nearly the same amount from FGS, HS actually had a bigger annual budget for 2024
