A distant 3rd probably sheikh shariff. The rest were horrible failures. AY could be given merit for helping re-establish the gov in xamar but he's way too controversial with the way he achieved it, and most somalis are religious so his efforts to prevent the "talibanisation" in the way he did and fight along warlords and somalia's historic enemy probably makes him the worst, from a secular and pragmatic point of view i can see why some may not see it as bad.
Abdiqasiim really achieved nothing noteworthy during his tenure, but credit for being the first president. He's also controversial for taking part of the warlord game of thrones era. He's probably number 5, i would put Hassan Sheikh as number 3 purely because he didnt f*ck everything up but maintained a typical corrupt, incompetent african gov. Farmajo is 3rd, far less corrupt, restore some pride in the sea deal and reasserted sovereignty like opposition to countries like UAE, a unifier, and has helped advance somalia's military apparatus. But hasnt done much against Alshabab, and security wasnt that great either, which is why he's worse than sheikh shariif imo.
Aidid/mahdi are as bad or worse than Siad Barre (but may be considered less controversial than AY depending on the person), they removed him but made things 10x worse for failing to work together to establish a successor gov in the capital.
If Siad Barre's methods (which amplified hate between communities and caused uprisings) of crushing the uprising through violence was successful he may have been a number 1 in ranking, but he failed to defend his regime and ultimately fleed leaving devastation in his wake.
