The people who wrote up RAND are the Shayateen that are misguiding Muslims into rebellion against Muslim leaders and disrespecting ulama. The same people who composed this blueprint fund the groups responsible for trying to corrupt Islam.
Of course, religiously knowledgeable people are unlikely to fall for it but many Muslims lack religious knowledge and can easily fall prey to this nonsense.
Then then solution is to seek knowledge. Read tafsiir, read ahadith, pray, do the 5 obligatory duties this is basic and read the books and seerah of the salaf by doing this you will recognize the scholars and the truthful from the liars.
