It is more complicated than that. Rutte showed real leadership during this crisis and even went against the interest of his own voters which are (small) business owners. But his strong leadership was rewarded at the last election of last month despite the huge tax office scandal.
The UK and US were selfish as they strong armed pharmaceutical companies to sell three times the amount of vaccines they actually need to them. Since the vaccines were partly either made or processed in the uk or US, the pharma companies had to oblige. Janssen and Janssen vaccine was made in the Netherlands but the Dutch government didn’t tell them to (over) supply Netherlands first or else we’ll stop the production
