No it is not, democracy quite literally means rule of the people, while Muslims believe that rule belongs to Allah. The rule of man is the main principle which it is based on. To claim that you want democracy without rule of the people is like claiming you want christianity but without any of the beliefs which it is known for. In a democratic nation, people elect representatives to enact laws on their behalf, thereby making them legislators. Allah سبحانه وتعالى says:
وَلَا يُشْرِكُ فِيْ حُكْمِهٖٓ اَحَدًا ( الكهف: ٢٦ )
and He shares not His legislation with anyone. (Al-Kahf [18] : 26)
فَلَا وَرَبِّكَ لَا يُؤْمِنُوْنَ حَتّٰى يُحَكِّمُوْكَ فِيْمَا شَجَرَ بَيْنَهُمْ ثُمَّ لَا يَجِدُوْا فِيْٓ اَنْفُسِهِمْ حَرَجًا مِّمَّا قَضَيْتَ وَيُسَلِّمُوْا تَسْلِيْمًا ( النساء: ٦٥ )
But no, by your Lord, they will not [truly] believe until they make you, [O Muhammad], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission. (An-Nisa [4] : 65)
The constitution you talk about is nothing but a book written by kuffar, which cover to cover goes against the sharia. The constitution of Muslims is the Quran and Sunnah, not man-made laws. The only system of governance for Muslims is the system at the time of the Prophet صلى الله عليه وسلم and the Sahaba. An Khilafah where the Khalif is chosen by a shura council.
