It doesn't even have covid-19 response plan. Notice Coronavirus is being done by mogadishu govt not galmudug or hirshabelle. You can't compare tribal enclaves. Puntland is always delivering social services. Puntland doesn't spend 4-5 years divided into 3 administrations arguing who is president. You seem unrealistic when you compare regions

I would to know which sectors puntland is advanced on? Maybe there is another puntland and not the one I have lived for 13 months
