Bosaso's mayor refused to comply with the modernised taxation system, he's been suspended and is currently being investigated for corruption.
A few weeks ago, NGO employees were caught not paying taxes. This system is making it easy to track all incoming and outgoing money. Not to mention, which officials are siphoning funds or refusing to pay tax.

What if the bosaso employees input incorrect 'data' and upload fake documents, so the 'security' side of technology is paramount before 'technology-people-processes' are unified and controlled thru technology to carry out public services.
