It's obvious why Puntland signed a treaty with Italy and not the British. The British didn't have any plans on an 'expansion' towards the south which was under Zanzibar and they were trying to secure red sea trading routes and have places to had re-fuel, and so forth. Their focus was to profit from the Indian spice trade. They were simply not seeking a colony anywhere on the trade route, it wasn't in their interest. He wanted subservient clans on both side of the red sea to ensure the 'safety' of his trade. That's why they never built up Arabia or Northern Somalia and left it in a desert like situation with as minimal investment as possible. Their treaty basically only guaranteed they will defend you if attacked by a foreign power. It seems the clans in Warsangeli, Isaaq, Gadabursi were simply interested in ensuring they can protect their lands, they had no expansion plans whatsoever.

The foresight of the Boqor was he wanted to use Italy to expand into the south and displace southern settlers. Italy was looking for a colony and I think the Sultan saw an opportunity to side with them and keep pushing south. If this treaty worked as plan. Puntland would have extended from Bari to Beletwayn today.

Where-as the river and below would've been given to Italy because the sultan wasn't interested in 'farm land', because it was not a cultural practice of Puntlanders to farm. They simply wanted to ensure they had 'large' lands to continue 'pastoralism'. It's clear the objective was to ensure everything above Beletwayn river is for the Puntland kingdom.

It was however the disagreement between the Bari kingdom and the Central kingdom(keenadiid) that ended this mighty project and the Italians eventually turned on both sultanates and made it into a colony in 1929 after fierce 'attacks' and bombardments on both kingdoms. If those two sultans would've stopped warring with each other and trying to end each other kingdom, it could've led to a separate country from beletwayn river to bari. And from Beletwayn to the south would be another country or still a colony like Djibouti was till 1977.

I must say though. Berbera was clearly turned into a colony similar to Djibouti. In comparison to Warsangeli areas which seemed to follow the majerten policy of keeping foreigners out. The Isaaq/Issa treaty were not treaties of the same ilk as Majerten/Warsangeli ones, which was simply had no foreigner on their lands in whatsoever capacity, not a single building even. There is no trace of colonialism in Puntland at all. Darwish was completely free from it. Majerten was also.

In Berbera their was churches, british posts, even the court system, army was British controlled. It was a pure colony in the end.
