As puntites we need to decide on how our state crafts policies because you need a policy first before it can be converted into a law that supports that policy.
What is our policy lifecycle? Who are the actors involved? Such as Isimo, religious class, merchants. citizenry or elites. What is the intentions and outcomes we seek from policy? is it for the common good of the citizenry or is it for the common good of a few such as elites, merchants, religious class? How do we decide on policy is another big important step, do we decide on policies based on interests of a slim few or the many? Do we use faith to decide on policy or do we use evidence based decision models or rationality( you need to prove your idea is beneficial). Do we use the historical trust in our ISIMO as a way to carve policy or do we rely on the good will and personality of our politicians to craft policies.
Do we use a mix model of Isimo, Academics, Politicians, Religious class, and citizenry to generate policies and have a parliament that is mixed into 3 levels such as citizenry voting for their representatives can be one section of parliament, the Isimo due to their historical trust is another layer but not within the parliament but more so at the constitutional layer and as a separate organ equal to the executive, parliament, and court to ensure the people well being also has a historical institution the Isimo council, or should the whole state organs and constitution, executive, parliament, courts fall under the ISIMO council who need to oversee every institution like the British monarchy does for the UK or as it does for Commonwealth countries. What sort of powers will we vest in the ISIMO(oversight and royal decrees, political and security emergency reserve powers in the event of disaster but not day to day politics).

I want us all to understand whether we're civil society, religious class, Isimo. Merchant, youth, women groups, soldiers, academics, politicians and all our various social arms on the rules based order we all live under, protect, and promote.
