With its being under 180 miles, it would be a very easy undertaking, as it is already paved, is being used, and just needs fine grading, packing, base aggregation with thick layer of gravel, and laying the top surface: cement vs asphalt; go with cement, as it would be cheaper, easier to maintain, and nature conducive.
