Puntlands control of nothern mudug is more than just settlements, there are many military outposts and bases across the region, a few hit and run attacks is not enough to label it as contested.

The Jariiban District

The Hobyo District.

Majority of the Galkacyo district + the Jariiban district + Galgodob district = northern mudug

Hobyo district is massive, it can fit like 5 galgodob districts in it. And yes galckayo district is split between galmudug and puntland.

Which binding contract/document says that SFG is above Puntland? That's the whole point. A constitution will make it easier to say who's right and who's wrong in the events of disagreements. The same constitution every president since 2009 has willingly failed to complete and approve. HSM said there should be a referendum to approve the constitution. That donkey failed to hold a one-man-one-vote elections but wants to hold a nationwide referendum. This are the people we are dealing with.

Yes the Constitution needs to be sorted out as quickly as possible. And once it's complete then it will be official. The SFG will be above Puntland. It has to be. That's like the government of Washington being above Texas. It just makes sense. You can still do autonomy, however major major things like foreign policy and military will have to be passed onto the SFG.

But for now you can bask in the heat of your freedoms.
