As if Puntland doesn't have borders with Ethiopia and DDSI which is where khat comes fromThe fault lies with Somaliland because due to its lifting of the ban, khat can be smuggled into the rest of Somalia so lifting it is better cause it can be controlled and regulated as opposed to hidden and spread unaware.

PS Buhoodle has been supplying both SL and PL with smuggled khat since the ban cuz it's a border town and neither administrations control it.

It’s khat comes from Kenya like the rest of south Somalia not Ethiopia which is hard to smuggle from.As if Puntland doesn't have borders with Ethiopia and DDSI which is where khat comes from
