I think bringing in diaspora and foreign investors to create a PL railway which connects PL districts with a final termination leg at Bosaso and Garacad Ports. I believe this would encourage Diaspora and Foreign investment in all 'districts' of Puntland as the corridor for moving produces-goods is shifted away from road to rail.
If the rail-way network connected all our 9 states, this would allow business people the opportunity to begin large scale industries anywhere in Puntland and thus decreasing unemployment, because they now have the infrastructure to move their products
